Caldwell Urban Renewal District Reports $42 Million in New Private Investment Downtown

The Caldwell Urban Renewal Agency reported $42 million in new private investment within the downtown urban renewal district during 2025, the highest annual total since the district was established in 2010 and a figure that agency director Mark Hilton said demonstrates the transformative power of targeted public investment in attracting private capital. The investments include three new restaurant openings, a boutique hotel conversion, a mixed-use residential-retail building, and renovation of six historically significant commercial buildings along Caldwell’s Main Street corridor.

The $42 million in private investment was leveraged by approximately $6 million in public expenditures funded through the urban renewal district’s tax increment financing revenue — a ratio of $7 in private dollars for every $1 of public investment. Tax increment financing captures the increased property tax revenue generated within the district boundary and reinvests it in infrastructure improvements, facade grants, and development incentives that attract further private investment.

Key Downtown Caldwell Developments

The largest single private investment was the $12 million conversion of the historic Saratoga Hotel building into a 45-room boutique hotel with ground-floor restaurant space, a project that Hilton described as “the catalytic investment that changes perceptions of downtown Caldwell.” The hotel, expected to open in fall 2026, will serve business travelers, wine tourists visiting the Sunny Slope district, and visitors attending events at the Canyon County Fairgrounds and Indian Creek Plaza.

Three new restaurants opened on Main Street and Arthur Street during 2025, joining a growing dining scene that has transformed downtown Caldwell from a sleepy government district into an emerging culinary destination. The restaurants include a farm-to-table concept sourcing from Canyon County farms, a contemporary Mexican restaurant operated by a Caldwell-raised chef, and a craft brewery with a taproom and outdoor patio.

The mixed-use development at 7th Avenue and Cleveland Boulevard added 24 market-rate apartments above 5,000 square feet of ground-floor retail space, bringing new residents downtown who patronize local businesses daily. Six additional building owners completed facade renovations using matching grants from the urban renewal agency, restoring historic storefronts that had been covered with aluminum siding and outdated signage for decades.

Caldwell’s Transformation

The investments accelerate a transformation that has been building in downtown Caldwell over the past five years. Indian Creek Plaza, completed in 2019 with urban renewal funding, established a public gathering space that draws thousands of visitors for concerts, farmers markets, and community events. The completion of the Indian Creek Trail connecting the plaza to residential neighborhoods has increased foot traffic and made downtown accessible to pedestrians and cyclists.

Caldwell Mayor Jarom Wagoner said the momentum is self-reinforcing. “Every new restaurant, every renovated building, every new apartment downtown makes the next investment more attractive,” Wagoner said. “We’ve reached the tipping point where private developers are seeking out downtown Caldwell rather than being recruited. That’s when you know revitalization is real.”

Impact on Property Values and Tax Revenue

Property values within the urban renewal district have increased 156% since 2010, generating the tax increment revenue that funds further improvements. When the district reaches its statutory expiration date, all of the increased property tax revenue will flow to the city, county, school district, and other taxing entities — creating a permanent revenue increase that benefits Canyon County taxpayers.
