The Meridian City Council unanimously approved a major master planned community development that will bring hundreds of homes, retail spaces, and a substantial park to North Meridian near the Nampa border. The Fields, a 480-acre project spanning land between Can Ada Road and Owyhee Storm Avenue, and McMillian Road and Ustick Road, represents one of the largest residential expansions planned for the Canyon County region in recent years.
The council’s approval on Tuesday authorizes annexation of all 480 acres into the City of Meridian and grants preliminary plat approval for Westveil, a 200-acre phase within the larger development. Developer Mark Bottles Real Estate will build out the community in multiple sections over several years, with future phases requiring additional development agreements and preliminary plat submissions to the city.
What Westveil Will Include
The initial Westveil phase plans 901 homes across seven construction phases, featuring a mix of single-family residences, townhomes, and apartments. The development will also dedicate 40 acres to a public park, incorporate industrial land for employment uses, and establish two distinct retail districts designed to serve both the new community and the surrounding Treasure Valley region.
One of the project’s defining features is McMillian Marketplace, a retail center planned to function as what developers are calling a “mini main street.” This retail anchor is expected to arrive roughly two years after the start of construction, with another commercial district, Owyhee Center, predicted to submit plans approximately one year prior to McMillian Marketplace.
According to project representatives, The Fields’ signature component will be that residents feel they live in a distinct, self-contained community rather than a sprawling subdivision. The mixed-use design reflects current Meridian planning priorities that emphasize walkability, varied housing types, and accessible retail and recreation amenities.
Council Support and Timing
Council Member Luke Cavener expressed confidence in the project’s scope and long-term vision. “The longevity of this project, the master plan of it, gives me great confidence. This has been a long-time project,” Cavener said during Tuesday’s session.
The unanimous approval signals city leadership’s alignment with the development’s design and phasing strategy. The multi-year build-out allows the city to absorb growth incrementally, coordinate infrastructure improvements, and manage traffic patterns as each phase comes online.

The Fields represents significant growth for North Meridian and affects the broader Nampa-Meridian region’s residential capacity and commercial landscape.
