Canyon County Courthouse Renovation Moves Forward With $15 Million Approval

The Canyon County Board of Commissioners approved a $15 million renovation and expansion of the Canyon County Courthouse in Caldwell on Tuesday, a project that will add two new courtrooms, modernize security systems, expand clerk and recorder office space, and address deferred maintenance on the 1950s-era building that has served as the seat of Canyon County government for over seven decades. The renovation is funded through the county’s capital improvement reserves and a low-interest loan from the Idaho Building Authority — no property tax increase is required.

The courthouse currently houses six courtrooms serving Canyon County’s two district judges and four magistrate judges, a workload that has grown significantly as the county’s population has expanded from 130,000 residents in 2005 to over 248,000 today. Case filings have increased 45% over the past decade, creating scheduling bottlenecks that delay proceedings and inconvenience attorneys, witnesses, jurors, and the public.

What the Renovation Includes

The expansion adds two new courtrooms on the building’s east side, bringing the total to eight and providing the capacity needed to handle Canyon County’s growing caseload. The new courtrooms will feature modern audio-visual systems for evidence presentation, videoconferencing capability for remote proceedings, and ADA-compliant design that improves accessibility for all court users.

Security upgrades include new screening equipment at all public entrances, reinforced holding areas, and a redesigned internal circulation system that separates the movement of judges, jurors, and detained individuals — a best practice in courthouse design that the current building’s layout cannot accommodate. Canyon County Sheriff Kieran Donahue, whose office handles courthouse security, called the improvements “long overdue and essential for the safety of everyone who enters the building.”

The renovation also addresses significant deferred maintenance including HVAC replacement, roof repairs, plumbing upgrades, and electrical system modernization. The building’s mechanical systems are largely original to its 1953 construction and have exceeded their designed service life, resulting in frequent breakdowns and energy inefficiency.

Keeping the Courthouse in Caldwell

The renovation decision settles a debate that has periodically surfaced about whether Canyon County should construct an entirely new courthouse at a different location — potentially in Nampa, which has a larger population. Commissioners concluded that renovation of the existing Caldwell facility was both more cost-effective and more appropriate, preserving the courthouse’s historic presence in Canyon County’s seat of government.

Commissioner Zach Brooks said the decision reflects the board’s commitment to fiscal responsibility. “A new courthouse would have cost $50 million or more,” Brooks said. “This renovation gives us everything we need — modern courtrooms, proper security, updated systems — at less than a third of that cost. That’s the kind of stewardship Canyon County taxpayers expect.”

Caldwell Mayor Jarom Wagoner praised the decision to maintain the courthouse downtown, noting its importance to the city’s economic vitality and civic identity. Local businesses near the courthouse benefit from foot traffic generated by court proceedings, and the building’s central location in Caldwell’s government district reinforces the city’s role as Canyon County’s administrative hub.

Construction Timeline

Design work is underway with the Boise-based architectural firm CSHQA, with construction expected to begin in September 2026. The project will be phased to maintain courthouse operations throughout the renovation — no courtrooms will be taken offline simultaneously, and public services including the clerk’s office, recorder’s office, and assessor’s office will remain accessible with temporary accommodations during their respective renovation phases. Full completion is expected by mid-2028.

What Comes Next

The commissioners will hold a public information session on the renovation at the Canyon County Courthouse on April 3 at 5:30 PM. Design plans will be available for review at the Canyon County Clerk’s office and on the county website at canyoncounty.id.gov. Community input on the renovation is welcome at regular Tuesday commissioner meetings.
